IANAL The only thing OP can do is contact the police if she has further evidence. Her case is: I think he took pictures of my underwear, I want him labeled for the rest of his life, family ruined, removed from his career and me to be financially compensated.

OP had pictures taken by a photographer, and probably signed something allowing it. Unless there’s a video or the pictures surface then nothing’s going to happen. At the very most they can search his computer (again, NAL) but my guess is that will require half a week days of investigation over a simple “I think he did this.”

She can go to a lawyer for a free consult but I don’t see it going past that without any more evidence.
