Here's a small ATV segment about it.

It's basically the prototype/proof of concept for the prop procedural generation tools that they eventually want to bring in.

This tool lets them quickly make unique organic assets by giving them slight variations in size, shape, form, etc. without needing artists to make a dozen different variations by hand. They can just work on the one 'ruleset' and let the system generate thousands of variations, and the artists just save the ones they like. Just like how space stations are generated, just confined to the scale of a plate.

Eventually the goal is to have a procedural and data streaming system powerful enough to make every prop unique in the same way that planets and NPC heads are procedurally generated without being stored in memory, but that's more a distant post-release plan like VR and global illumination/ray tracing.
