Why player can be resurrected but not the warchiefs?

We're all dreadlords and therefore have immortal demon souls like Illidan and Demon Hunters

okay, being serious,in Chronicle it explains that when we die, we go to the Shadowlands, where a specialized Val'kyr called a Spirit Healer sends us back to the world of the living to guard Azeroth, presumably those who are somehow unrezzable (soul too damaged, unwilling to return, doomed by fate) go on to their afterlife.

in Varian's case, his soul was likely obliterated in the explosion, since exposure to MASSIVE amounts of fel magic can erode away any soul, human, demonic, or even titanic. this is also why sylvanas went to her afterlife after jumping off ICC, she made sure she landed on saronite spikes for the specific purpose of damaging her soul enough that she couldn't survive (requiring the Val'kyr to actually go to Hel and take her place in order to revive her)

Vol'jin is the witch doctor of the Loa of Death, Bwomsamedi, and so he likely accepted his death, especially since the spirits told him Sylvanas needed to be warchief for whatever reason (Azuregos also fits in this category, whilst he's not unrezzable, he's happy being dead since it lets him spend time with his girlfriend, the spirit healer who rezzed him until cata)

most NPCs who die are likely either happy enough to die since they get to go to their afterlife, or are simply not important enough to Azeroth for a spirit healer to bother rezzing them
