Thats actually not how it works, at all. It should work like that but it doesn’t.
Stats have caps when transferring, regardless if your transferring a single stat rolled piece of gear, to another single, or even transferring a double stat rolled piece of gear to a single, stats will “cap out” and only give you a certain amount.
I tried rolling a 10% crit chance, on a double stat rolled knee pad, to a single stat rolled knee pad, when going to do the recalibration/transfer it stated that the crit chance will cap at 6.5%. This type of system makes no sense, and makes it pointless to hoard pieces with high rolls since everything gets capped anyway.
