It's more like an evolutionary trait that gave enormous advantages in hunter gatherer socities to survive and pass on their DNA, but has lost its uses in a modern world. If you cannot control your response to fear, and there are lack of wild animals in your neighbourhood for you to rationalize your fear, you might be prone to falling for propaganda that tells you that you are right to be afraid because of Muslims/Black people/illigals/brown people.

If a wild dog sees you a threat but you obviously aren't,it's not his mental problem. It just haven't learned to control its fear response near unfamiliar animals. But you would have to be mental to treat it just like a regular pet and expect it to act like a domesticated dog
