I think these people who steal have recognized that there's literally no consequences at all so it's getting worse. Maybe it's just the rise of Amazon or the fact that so many packages are being delivered every day now, but I don't recall mail theft really being a serious issue even 5 years ago.

I totally get that it's hard for them to investigate but the fact that they won't even try, or even PRETEND like they're doing something really emboldens thieves to just keep doing it.

Some police departments do sting operations to catch these people. I think that's pretty good, put some real possible consequences to the crime and people will stop doing it.
