Portland's government has failed Portland. There has been 50 days of non stop riots and vandalism in the city, including multiple multiple attempts to burn down government buildings. Due to the mayor also being the chief of police, the Portland police department has been severely handcuffed in the ability to stop the violence. Gun deaths have gone up 400% while the firearm task force has been disbanded. Portland has refused to protect federal buildings, so the federal government has stepped in to protect them.

Please watch what the protestors were doing before the federal agents came in to intervene. These are not peaceful protests, even if peaceful protestors do get caught in the middle of it.
