Well like I said in at least one comment, I wouldn't. In the Bible at least, it says do not condone acts of sin. So if these people view making a cake for a gay wedding as condoning it, which I can understand, then they might be in their religious right to not provide one. Haircuts? No. Normal food? No. Trash pickup? No. Basically, they are putting their views ahead of capitalism and laws they don't think are right (everyone has one, depends on the way you think) and to them this is more closely following the tenants of the religion. But at the same time, like you said you could technically consider it discrimination. You don't have to accept everyone's view to be loving though. In the Bible, Jesus was compassionate but still went to the church to clear out the people he thought were wrong. For example, although these people might not, It would be possible to say that while someone shows you love and would help you in times of need, they might not condone what you are doing. The gay community might be nice to a church (although I doubt it, because I think both sides are just as hateful sometimes even when claiming that people should be more accepting) but they may not agree with what they are saying. All I am saying is that there are a lot of hateful Christians out there. As many as there are hateful Gays. Personally, I would just make the cake and not put anything on it. The problem is, even if you made it, these days if you refused to right congrats or put a wedding cake topper on it, there would probably still be a lawsuit. I can't explain to you how I actually feel through text. I'm sure this makes me look hateful to many, but thats because of the views of many. Also I think in the end in this particular case, I guess you couldn't add an exception because it would cause problems with what the law defines as condoning something. Sorry about the jumbled mess.
