“Overseas” isn’t specific, because it’s colloquial for “foreign,” but if you read 2-5b it’s clear from how they phrase the rest of the PCS ADSO rules that it means OCONUS.

I’m not reading another regulation for you, but I believe that AR 614-30 would tell you that a standard tour in Alaska or Hawaii is 24 months. I don’t think it matters if you have dependents or not, but I’ve been wrong before. Someone who actually knows could clarify.
