Potential Promotion (need advice)

It's really not that surprising. Libraries are notorious for taking a long time moving things through the system, and there is more involved in the process than just going to a meeting. Your increase/promotion needs to be proposed to a board of people, discussed, and put through a system before they can approve you. This is in addition to whatever your Director is handling as part of her own duties. It's also possible that your Director did make the proposal but it was shot down by others, and there's nothing she can do about it, and is afraid to let you know.

It could also be that they never had any intention of giving you that raise and were expecting you to leave after you get your MLIS, so they don't want to bother wasting the money to give you a raise.
