In this paper, Spooner advocates for the abolition of anti-usury laws. He says that we shouldn't have laws against high interest rates as this will disincentivize the wealthy from wanting to invest in start-ups from poor people who want to be self-employed. They can't afford the risk of investing in a business that might fail. With high interest rates, they can do that as they will get their money back one way or another. He gives his reasons as to why this wouldn't hurt poor people and why that justification for those laws is wrong. He also states that abolishing these laws will get rid of crime and society's moral ills.

If you're wondering, 54% of Americans (at least in 2005) want to start their own business. Allowing them access to some capital will allow them the ability to accomplish their dreams. Self-employed people have higher wages, higher incomes, creates more jobs, and significantly reduces family poverty. Admittedly, we should also repeal these regulations that prevent people from being able to create a business. There's licenses, business taxes, etc.
