Ok, here's my observations/opinions

Mana - 3/3: The amount of fast mana in here is very high, and the land package is very high quality. You'll frankly be out ahead of the vast majority of decks with this one.

Overall Strat - 2.5/4 A voltron strat holds this back just a bit. It won't by itself out-value people, nor will it combo off easily, but as a stand alone strat, is reasonably strong. It's obviously weak to decks that can force sac, or consistently boardwipe, but the commander's built-in protection helps protect him, as does the strong focus on getting out fast, and using heavy stax peices.

Interaction package - 3/3 Like the mana package, you're about as good as you're going to get in the colors. When combined with the speed of the mana package, it won't be unusual to shut down other decks entirely.

Overall - 8.5/10 - I'd put this at the higher end of the scale. It'll out-sped by decks running similarly supported combo strats, (AKA actual cDH decks) but will likely walk all over most low to mid power decks, and due to the speed, if the right stax peices are drawn, could shut down some higher powered decks as well. It's certainly the type of deck i would be talking to my table about before bringing it out, as the potentially slow, staxy gameplay will rub a lot of people the wrong way.
