In the first case you are actually legally responsible for what takes place on your property. The person can get blood from elsewhere and you or your insurance will pay for it so I don't think that really helps.

For the second case I agree. I have no idea what a logical, fair, or even ethical system for this looks like. I'm for legal abortion and since I can't define what the constraints should be or how it would be enacted I don't really feel comfortable legislating it. That doesn't mean I don't think anyone who performs a late term abortion hasn't committed murder, I just think trying to do something about it right now causes more problems than it solves.
