You are right, given that the Swiss Presidency rotates between elected officials he is somewhat powerless to implement policy on his own but he is still capable of campaigning, as evidenced by the statement that lead us here.

Your point about murder and disbanding isn’t a brilliant analogy given that this is a war between two countries rather than being between individual people. If you want follow that argument, not selling weapons to Ukraine is akin to defunding the police because it’s Russia that has broken international law.
