Registering to vote is just seen as a routine bureaucratic step, no different that registering to drive a car. Part of this comes from the federal system where voting is controlled by each of the 50 states individually. People that move between states have to re-register in their new state.

Voting is also maintained separately from residency, as not all residents are allowed to vote. Noncitizens and persons convicted of certain crimes cannot vote in federal elections.

I understand that your objection is on principle, and there have been a number of reforms proposed to ease the bureaucracy around voting registration. However, registering is not complicated, it's something you spend a few minutes doing, a handful of times over a lifetime.
