Pretty accurate

Because going completely vegan is a lot tougher than reducing your intake and going animal-free.

It requires you to find other protein and vitamin sources, give up all animal products which most people enjoy consuming, and requires you to learn more vegetable cooking.

It's perfectly doable and will still be enjoyable, but it's a massive jump from just eating less animal products. While eating less still brings in good changes. There's a bigger difference between going from 50% animal products to 50%, than from 10% to 0%.

I think it would be more useful if people are encouraged to eat less, rather than completely giving it up. It's a much easier task to surmount, while still doing a lot of good.
