The way I've interpreted it is like this - she can sense and control all matter and energy within a designated area, but gains no inherent understanding of it, along with a few other restrictions that will be explored as the story continues. That being said, you don't need to have perfect knowledge of biology to understand that, for example, you need a functioning spinal cord to move.

Nor do you need to perfectly understand energy transfers, to create something like a shock wave, when you can simply tell the air to move violently in a direction.

As far as the concrete goes, it seemed like the most practical application of a power that essentially functions on the basis of 'I will it to happen.' Find a cement truck, observe wet cement, replicate it. Simple. She is in a city, so she'll never lack for materials to transmute.

The story will eventually go over what her limitations are, and how she experiments with her powers, but only from an outsiders perspective.
