Promoted at work, replacement hired making more then my promotional earnings. What to do?

So a little background here, I started at this job July 2014 at $13.75 (may have been $13.50). Working in a warehouse with one other guy. The boss at the time was a total dick. He was terrible at his job (not going to get into all of it, but one thing I will say is he was very cheap) He wouldn't buy supplies that we'd need for our jobs. Constantly running out of toilet paper, building problems wouldn't get fixed. I could go on and on but thats not the point (just pointing out he's cheap to look good on paper/trying to save money - but really isn't). So I knew right away I wasn't getting a fair pay, as he determines what it is when I started. I also spoke with other employees, who previously had that job, so I was able to compare wages. I didn't complain then because I didn't care. I was making more then my previous job, I got weekends off, I was fine with it. Shortly into hiring (one month in), the guy I work with, who trained me and everything went on vacation and never came back. So that day he quit my boss gave me a .25 cent raise. I will also let you know when I was hired I was told once I reach 3 months I will get a raise (but there was no contract or anything signed at time of hiring). So I end up working alone for a few weeks before they hire someone. Time goes by I reach my three months and go talk to the boss about my 3 month raise. He laughed at me and said I already gave you a raise (referring to when the guy quit). Told you he was a dick. So I got nothing. Passing by some time he gets fired and a new boss is hired. Everyone had tried to get raises when he started because they also felt they were being under paid. No one got a raise, including myself. After some time he promotes me and I get a 5% raise and said it will continue as I become more of an asset to the company (every 3 months I get 5%). Again nothing was signed. At the time of my promotion, my coworker in the warehouse moved onto another job. So we hired two people to replace us, which I had to train. One guy didn't work out, and I knew someone looking for a job, who ended up getting hired for my previous position. After talking with him, he told me his starting wage, which turns out to be more then I'm making after my promotion. Now my new boss is very chill, super nice guy. Hes very appreciative of my hard work and helping out. I just don't think he knows how much I was making previous to the promotion. Not to mention, everyone that was hired after me, who started at a higher salary then I did (including the new guy), don't have any experience in the field, where as I did. So it has nothing to do with experience. It really upsets me how they say I'll make more once I become more of an asset to the company and hire someone for more. It makes me feel as they are more of an asset to the company already, though I've been there close to two years. So my question is how do I bring it up to my boss that I want a raise without sounding like I'm complaining or throwing the new guy under the bus? I mean they want me to train a guy who's making more then me? Can I refuse to train him?
