There is no crime system. The cops don't attempt to arrest you and take you to jail. There is two states of cop - not trying to kill you and trying to kill you. So how are they different from ever other enemy? And the fact that you can just run a block away and you're not wanted anymore - there is no "cop" ai so don't even try to compare it to gta just because gta also spawns cops. After spawning, they actually do stuff.

The point about the marketing is that it changed. They were selling this as a deeply immersive rpg, more of an rpg than the Witcher, until it launched. That's the point - the change in marketing and what they decided to claim the game was/is
