If you're getting sat, its not your gear, its you
This just isn't true. Your gear sets your ceiling and you cannot get over the ceiling, no matter how good you are. Fury warriors, for example. The head and back pieces combine to 35-80k DPS over other none-DPS legendaries in single target fights. Here's the raw numbers to back that up:

Throw in a not-perfectly-itemized-but-was-still-an-upgrade item, or a might-as-well-use-it-I-have-nothing-better trink, and it's easy to see that someone might be 80k shy of someone with identical iLvl. And that's only if you play as good as a computer simulation, which is not nearly as many people as this subreddit like to pretend. Throw in common human error, and those discrepancies grow. Not to mention how hard it is to fuck up the Draught of Souls rotation, and how much DPS is lost to even the best raiders in using something like Chaos Talisman, or a stat-stick, that scale their DPS exactly with player ability. The latter are 'used' every time you press a button. Draught is used maybe 4 or 5 times a fight.
This narrative of "if you're sat, it's not your gear, it's you," is dishonest at best in how broad it's strokes are, and at worst, it's maliciously deceptive for the sake of elitism.
