For the free icon you had to actualy play the game. If you get encouraged the play the game by certain events (e.g. free icon, collecting points for a greater goal) RIOT got already what they wanted.

You might have studied economy, too bad that it apparently have set your focus solely on the money aspect, too bad it goes way way way beyond that. I work in the gaming Industry. If we get you to play our game by baiting you with "free stuff" thats what we want. If RIOT encourages to play the game, thats what they want.
