Actually, this is a massive misunderstanding of how job roles are created and managed in the public sector. Ministers and TDs have nothing to do with the definition of positions and their pay in the Public Sector itself, the Commission for Public Service Appointments and Public Appointments Service are responsible for the recruitment in the Irish Civil Service and they create and fill roles on agreement with the Departments Secretary Generals who agree salaries with the Government and Unions. The Government (elected officials) only real role is the budgeting and strategy element, how the Civil Service implements this is little to do with the Ministers.
