Pugh says she thinks the city needs 300 to 400 more police officers

Crime is higher all over the east coast. Baltimore, Philly, and Brooklyn (I know, it's a borough) are the three cities that I can speak for off-hand. I was born in 1990, and from my understanding, this is the first year in my lifetime that crime is trending in an upward direction.

What sucks is that each side of the political spectrum is going to blame the other for the uptick. The liberals (I fall into this category) will probably say that Trump and the rise of conservatism is leading to tension in the poor communities. The conservatives will probably blame social media for making it more difficult for police to do their jobs. There are probably truths in each of these arguments, and plenty of other factors that contribute to this. We need non-partisan legislation to tackle this problem.
