Purchased a custom website from someone.

I originally asked him for a breakdown of "what exactly I'd get" for the money. He mentioned that one plugin may cost $60. That is about the extent of detail mentioned in the original agreement. After bringing up the fact that all plugins (total of 7) were the free versions, he said it was OK to subtract that premium cost for those plugins from his fee.
I meant hard code in a "bandaid" sort of way, not a custom plugin from scratch. For example, let's say my required functionality was an email form that had three fields: Name, Email, and Message. He found an email form plugin with four fields: Name, Email, Company, Message. The free version of the plugin forces you to use all 4 fields, whereas the premium version allowed you use only the fields you want. His solution would be to hard code something somewhere that hid the "Company" field from view in the free plugin. I'm concerned with this "bandaid" "hard code" because it could potentially break in the future.
