In my opinion it goes against the spirit of civ servers to prohibit free speech (as long as it isn't spam/illegal/dox). The only exception would be spamming it/saying it just to be offensive on a public channel and that's only if it's geared towards younger players.

But what you are saying about freedom of speech has little actual weight here. Freedom of speech, as described in the U.S. constitution protects individuals from government censorship or punishment. This server is not run by the government; it is run by a group of unpaid volunteers who have their own beliefs concerning what is tolerable and what is intolerable. Even freedom of speech laws doesn't give you the right to say just anything with no consequences. For example, on the government website www.uscourts.gov, it states that freedom of speech does not include any speech that incites actions that would harm others. So screaming "Kill all the Jews" or"Gas the Kikes" would probably fall under that category, as it is encouraging people to cause harm (gasing) other people.
