Putin: a brilliant strategist, a cunning tactician, or mad?

All above.

When Markel said this "The problem is that I cannot imagine situation in which a better equipment of the Ukrainian army leads to a President Putin being so impressed that he thinks he is losing militarily, I have to say it this clearly" she's referring to Pres Putting as "all above" and I think she's right because she knows he's mad enough to escalate the things on the ground much further then West is prepared to, basically what she's saying is there is no way we can prepare Ukrainian army to beat Russian army, maybe in 10 years but not in 10 days or even 10 months while war is escalating and needs to stop now, thats why she's against sending arms to Kiev, its not gonna do any good for Ukrainian people, its gonna just escalate things for worse

Secondly, there is something very, very wrong with Ukrainian military establishment and civilian gov if they can't mobilize 100K reservists in the country of 40+ million, the corruption may be one of the reasons why Ukrainians not showing up for summons call.
According to presidential aide Yury Biryukov, $450 million was stolen from military budget just in 2014 while solders on the frontlines eating donated food from the local population, its just beyond believable. http://deutsche-wirtschafts-nachrichten.de/2015/01/06/ukraine-meldet-450-millionen-dollar-aus-dem-militaer-etat-als-gestohlen/

Other problems, I am not sure how widespread this problem is in the Ukrainian military but it does exist. Corrupt officers and slave solders.

“In summer, soldiers work for all entrepreneurs here,” says former officer, Volodymyr Lazarenko. “They simply earn money for their commander. Those who refuse, are beaten. That’s why everyone is afraid and downtrodden”.

When conscripts enlist instead of getting training to be able to defend their country they are being rented to all entrepreneurs and rich Ukrainians as slaves by their commanding officers for all kinds of work, unloading trucks, digging trenches, graves and cleaning services and of course, officer is the one who collects the money.

And that's not the worst part

It appears that this is also practiced in our military, but the military high command turns a blind eye to this problem, even if they are aware of it. During the investigation, journalists visited three military units, trying to buy soldiers for a night. In two units, one in downtown Kyiv and another one in the Kyiv Oblast, the solider on duty recommended that we talk to the officer. This means we were not the first ones to come with such a request. It surprised no one. Moreover, the commanders agreed to “assign” soldiers. They were not particularly disturbed by the fact that according to the journalists’ story, the client was a man. The solider provided by the officer was ready to go to a sauna or a private apartment. The important thing was to be back at the barracks by morning. The cost of a prostitute in uniform – about UAH 500. http://ukrainianweek.com/Investigation/40867

And who would fight for gov and military establishment like that, I wouldn't. Ukrainian people don't need more weapons, they need real Maidan
