I will first establish a government through means of rigorous academic testing. I will recruit a team of experts in the fields of Medicine, Ethics and Moral Philosophy, Science, Law, History, Economics, Literacy, Mathematics, Research and Analytics, Statistics and Probability, Technology, Engineering, City Planning, Transportation, Military and Strategy, Logic and Spatial Reasoning, and Memory. These experts will be tasked with compiling an all-inclusive standardized exam by which a new Executive and Legislative Branch will be formed.

Any citizen that wishes to apply for Executive or Legislative powers must take the exam. Winning over the public through popularity contests, which we call elections, are a vestige of the past, since these methods yield reductive results, are prone to divisiveness, and produce ineffective solutions to existential crises. The only cases in which votes by the general public will be held is in the case of tie scores for the applied positions.

Highest score becomes President, second highest Vice President, and the next highest 538 scores: Representatives.

The exam must be held every 2 years in order to prevent decline in effectiveness of current position holders.
