Quebec to make immigrants pass 'values' test

At some point, Quebec is going to come to a rude awakening that a lot of these policies meant to integrate newcomers or existing minorities living in Quebec might be what alienates and pushes people away from embracing Quebec values and culture. This because Quebec’s take on immigration and integration – constantly telling immigrants they need to integrate and legislating them (like Bill 21) exists in parallel to Canadian multiculturalism were it is much more inviting – considerably less restrictive on what it means to be a Canadian and celebrates the immigrant identity and experiences.

This with the fact that Canada’s population is projected to increase rapidly over the next 20 years, and Quebec’s weight as a province will slip from about 20% to 18% - it doesn’t sound like much until you realize that the birth rate in Quebec is low and all of Quebec’s population increase is coming from immigrants. It is possible policies like Bill 21 and immigration value test might be what undo all the progress bills like bill 101 have accomplished over the past few decades.
