A question about aiming circle bloom and aim time

There's different values for accuracy when you're not moving at all, when you're moving and when you're turning the turret. You're the most accurate you can be when you're compelely stationary but when your move even a little bit it goes towards the value it'd be when you're moving and same if you turn the turret. That's why your aiming circle gets bigger/aiming slows down. If I understand the first sentence correctly, It's not how it works. Aiming time is just how quickly the circle gets smaller but movement effects it too and with some tanks the effect is much greater. FV215b 183 and T-100 LT for example. They are the polar opposites pretty much. The FV has really high dispersion values when it's moving so if you'd try to aim in then the accuracy would never be as good as it can be because the accuracy gets much much worse while you're on the move. And on the T-100 LT it barely makes any difference if you're firing on the move or not since the movement effects it so little. I'm not 100% sure how and from which value the aiming time is counted but it's basically just the speed your circle gets smaller.
