Question about magneto powered headlight

Umm that's not how this works, that's not how any of this works.

Points/contact breakers provide spark to the plug at the correct time. The juice is provided to them by the stator, which is some copper windings that are surrounded by the flywheel on the end of the crankshaft. The flywheel has magnets around it on the inside that'll surround the coils. This makes an AC current as the coil windings go through the magnetic fields. More rpm=more voltage. If the engine is turning, it's making some power, but it'll make way less at low rpm. Even 6v bikes will have a battery, or a capacitor, which helps smooth out the voltage spikes/dips. I dunno about scoots but more regular motorcycle stators don't start producing enough voltage to do anything other than maintain the battery until about 25-3500 rpm.
