Question about the new CRA credit on GST

I have a quick question if anyone would be able to help me.

Last year when my spouse and I did our income taxes for the year of 2018, we became Common Law January 2019, so the tax person told us it did not matter, we could both claim as single still when we did our taxes in February. No problem. We still didn't get anything back. But we both qualified for GST.

Now, we just got our taxes done today for the 2019 year. We got a bit back each. Neither of us qualified for GST this year. The tax person told us that the person last year was wrong and we should have claimed common law still and now we will need to pay that GST back that one of us recieved. Thats no problem either. My question is though, with these lump sums coming out in a few days, if neither of us qualified for GST this year, are we going to have to pay both of those back now as well because we didn't qualify for GST this year (starting in July).
