Question regarding taking leave after failed CDC test...

The rule of "no leave until CDCs completed" isn't a rule in my office, apparently, because I haven't seen anyone get denied leave because they're in their CDCs. Hell, I have a coworker that got here a few months ago that flies out a couple times a month to see their boyfriend.

Explain why they haven't let me take a practice test? I would but I genuinely have no idea why they're doing that. I've showed leadership that I'm doing everything I can - ACTUALLY sat them down and walked them through my daily study habits, showed them my tracker on excel, showed them my flashcards...I've written the CDC book down at least 3 times now. I have asked 4 or 5 times when I can start taking practice tests and they either say "not yet" or "I'll have to ask the commander". I'm at the point where I am studying so much that I don't feel like I'm absorbing any new information and it's mentally draining me. I know I'm ready to retest (it's been almost 2 months) but I also know that they want to cover their asses and make me wait until May to test.
