There’s no driver information because there is no way to identity the driver. A plate tells you who owns the car, not who was driving it on any particular day. The police can’t falsify a report by randomly putting in a driver if they don’t know who the driver is. All the police have at this point is some guy calling (not from an actual scene, mind you) and saying x car with x license plate hit my car. For all they know you could have seen a car with damage in a random parking lot and decided to blame them for damage that you caused to your car previously. The police have no obligation to investigate any crime, and they’re especially not required to investigate a minor accident with little evidence and a shaky story.
