So this lockout is 99% guaranteed to happen barring some sort of miracle. CP rejected the union's last request for an extention and the union turned down CP's offer for binding arbitration. They've negotiated for 7 months and are still very far apart over two key issues, equal pay for rural workers and the preservation of the existing pension. If CUPW agreed to binding arbitration they'd only get one, perhaps neither. CP knows this so they're stonewalling negotiations so the government will legislate arbitration. The last time postal workers were forced back to work it was ruled unconstitutional so the Liberals are carefully wording their position as they "won't get involved", in truth they can't force a return to work without a contract of which there's now a precedent. So unless they deem mail delivery an essential service, this will be a long strike.

Seeing as CP has their hands on over 50% of all parcels in Canada (over 70% of parcels under 50 lb.) other couriers are struggling to keep up. To the point that they're not even attempting deliveries anymore and they're not guaranteeing delivery times any longer.

So the short answer is regardless of who you order with, it's going to take 3x as long and you're probably going to end up going to their depot to get it. Most depots are not transit friendly, so if you don't have access to a vehicle and a spare afternoon to waste. Keeping that in mind, try to have it shipped to a store for pickup instead. In cases like this, you're probably better off paying an extra $10 to get something from a store you can get to.
