I've not misconstructed what teach people not to rape means.

I don't believe consent law education will stop sexual assault. Laws never stopped people from committing atrocities. Look at corruption in law enforcement and justice system. They couldn't be any more informed with law yet they still commit crimes because those who are good people do not hurt others and those with malice intent will not be put off.

Whatever your view on whether such a campaign is effective (I personally think any good campaign of this type should try to be as gender neutral as possible), you do seem to be misconstruing what "tell/teach someone not to rape" is intended to mean. It's not just saying "Hey, so yeah, rape, don't do that"

You are over simplifying what I mean and I could have worded it better.

Anyone with a decent set of morals knows not to take advantage of drunk people but those that do, no matter how much you inform about consent laws, will still take advantage of drunk people. Same goes for those that do not take no for an answer. If you do not know that those things are fundamentally wrong why would the threat of incarceration be enough to stop them? It doesn't work for murder, assault, theft, fraud or any crime.

I think sex offenders will always be sex offenders and the only way to stop them is to separate them from society. The problem with that is you can't really identify them until after the crime is committed. So keeping them away from society forever, self defence, more police patrols in high crime areas, maybe even anti rape devices (I don't know that much about them but I have heard that it can result in more violent back lash against the victim, so I'm iffy about this one) it sucks that rape is a possibility but it will always be, same way mugging is and not because the world needs educated but because there are bad people and always will be.

It's not meant to be targetted at someone who breaks into another's house & forcibly rapes them at gun point or slips a date rape drug into someone's drink. After all, these sorts of rape are a lot less common than other types.

I meant the full range from taking advantage of wasted people for sexual gain to mass rape as a weapon. Sorry I should have stated this in the first comment. Im lumping them all in together because some one that is willing to take advantage of an intoxicated person, given more power would likely escalate their crimes.
