What's even the point? To menace Europe? They have ICBMs, submarines, and if there aren't plenty of shorter range nuclear missiles ready to go in Kaliningrad I'd be absolutely astounded. Adding some in Belarus changes nothing there. And as for Ukraine, again - if Russia wants to go nuclear they can, Belarus or no Belarus.

If they truly have based tactical nuclear weapons in Belarus, the only point to it I can see is to defend Belarus against a potential invasion. Not because NATO is so scary - that's what the strategic nuclear deterrent is for - but because, well, who else could it be? - because Poland is so scary. They fear that neither Belarus nor even Russia proper could otherwise handle the situation, if Poland alone were to intervene in force.
