That study still looks at New York tax. It's fair to say that taxes for high earners in NYC are comparable to taxes in the UK, but it's not fair to say that taxes in NYC are representative of all of the US.

To be fair I did mention that, and arguably higher earners are more likely to live in cities like NYC where the taxations rates are higher.

Higher earners in the UK don't get a personal allowance.

Umm yes they do, everyone gets the personal allowance.

It's the effective tax rate so that would include NIC too. They looked specifically at take-home pay. Also the PWC report I linked looks at salaries of $400,000, hardly an average salary.
