Rallies Across US Territories and the District of Columbia in Support of Voting Rights

Proposed law:

Preamble: The US Overseas territories and the District of Columbia must abide by US law but may not send representatives to the Capitol. This bill would allow a referendum to allow Puerto Rico and US Virgin Islands to become part of the Southern State and Overseas territories in the Pacific ocean would become part of the Western State.

SECTION 1 Referendums

1-1: The permanent residents of Puerto Rico and USVI will be given a referendum on whether to become part of the Southern State.

1-1(a): The questions asked will be: Should Puerto Rico and the United States Virgin Islands become part of the Southern State?

1-1(a)(i): The electors will be able to choose 'Yes' or 'No'.

1-2: The permanent residents of Guam, Northern Mariana Islands and American Samoa will be given a referendum on whether to be incoperated into the Western State.

1-2(a): The question asked will be: Should Guam, Northern Mariana Islands, American Samoa, Palmyra Atoll, Baker Island, Howland Island, Jarvis Island, Johnston Atoll, Kingman Reef, Wake Island, Midway Islands, Navassa Island and Serranilla Bank become part of the Western State?

1-2(a)(i): The electors will be able to choose 'Yes' or 'No'.

SECTION 2 Statehood

1-1: If a majority of electors on The island of Puerto Rico and the Archipeligo of the US Virgin Islands choose 'Yes', The island of Puerto Rico and the Archipeligo of the US Virgin Islands will become part of the Southern State. The islands will become part of the Southern State on November 8th 2016.

1-2: If a Majority of electors on Guam, Northern Mariana Islands and American Samoa chose 'Yes', Guam, Northern Mariana Islands, American Samoa, Palmyra Atoll, Baker Island, Howland Island, Jarvis Island, Johnston Atoll, Kingman Reef, Wake Island, Midway Islands, Navassa Island and Serranilla Bank will all become part of the Western State. The islands will become part of the Western State on November 8th 2016.

SECTION 3: The District of Columbia will be given a referendum on its status. The referendum will have the option to choose between remaining as the District it is currently, or becoming part of the Southern State, or becoming a part of the Northern State.

1-1: The permanent residents of the District of Columbia will be given a referendum on whether to become part of the Southern State, part of the Northern State or remain a federal district.

1-1(a): The questions asked will be: Should the District of Columbia become a part of the Southern State, a part of the Northern State or remain a federal district?

1-1(a)(i): The electors will be able to choose 'Southern State', 'Northern State' or 'federal district'.

SECTION 4: Upon the passage of this bill, the bill will come into force immediately with the referendums happening 100 days after this bill coming into force.
