Rapper arrested on terrorism charges after filming a video in front of a local school for a song titled "School Shooter".

I live about ten minutes away from the actual schools he was at in the video, and the afternoon radio show was talking to the police chief about this just yesterday. As of this time, they haven't released specific details on their investigation, aside from the fact that he was arrested on charges of making Terroristic Threats.
 
From what it sounded like to me, they are doing their due diligence to ensure the safety of the students, and are taking it very seriously but ARE STILL INVESTIGATING for the moment. IIRC, this particular man has had other run-ins with the law in the past, details withstanding, and the county DA was brought in before the arrest warrant was issued.
 
 
According to the NYS Penal Code, "a person is "guilty of making a terroristic threat when... he or she threatens to commit or cause to be committed a specified offense and thereby causes a reasonable expectation or fear of the imminent commission of such offense."
It continues, "It shall be no defense to a prosecution pursuant to this section that the defendant did not have the intent or capability of committing the specified offense or that the threat was not made to a person who was a subject thereof."

So, by the letter of the law, making the threat is a violation of the law, whether or not the defendant had intent or capability to follow through on said threat. At this point, this man's fate lies in his lawyers ability to convince someone that his words are not a "threat".
