No one in the US military or reality Winner went Rambo in Syria and single-handedly killed 600+ terrorists.

Those are the results of a units accomplishments for a deployment or mission. Those making significant contributions above and beyond the norm to the accomplishments listed would be recommended for a commendation medal.

If those were personal accomplishments it would a silver star or medal of honor award.

99% of the U.S. population is not qualified and won't volunteer to be apart of a mission similar to what is described in the award, much less perform well enough while doing the mission to be recommended for a commendation medal. The very small percentage of the military that is involved in missions like this do tend to get awards more frequently because of the impact of the mission on national security and the risk involved.
