Because this is what sells. As much as you can say "I love strong characters who don't romance the Traveller in some way," this is a minority opinion, especially in relation to the player-base in the East.

They love their player-character romances, which is literally why Genshin has the Hangouts Dating Sim incorporated in it, out of nowhere. Hell, the only reason I don't outright dislike Kaeya because of his deep-rooted secrecy and shiftiness is because of that one set of teapot dialogues where he tells me I'm the favourite part of his cocktail, lol. (I know, it's very shallow, but I can't help it.)

Although, getting to go on a date with Baal was just cherry on top of the fact that she was an extremely iconic character and was already running a massively successful selling potential. I'm pretty sure miHoYo put their hopes and dreams on her and went all-in on the anime references so her character could land with an extra-loud crash.

And it worked.
