If he holds clearance and you know he’s breaking the policies: He is clearly showing a pattern of dishonest, unreliable, and rule-breaking behavior. You should have contacted the FSO when you witnessed this breaking of clearance guidelines.

To me, it shows bad character/judgement that you didn’t. There is an executive order that you are obligated to report any and all information that shows another employee is not adhering to standards. The way you worded this seems like you are okay with a colleague not adhering to guidelines as well as yourself not following guidelines which causes me to raise an eyebrow and ask why. Because at this point it sounds like you’re making excuses justifications for breaking your oath as well as the other employee breaking his and trying to find a way out of telling the truth.
