Alright, let's just jump right into it.

  1. Makeup for dark circles:

Much like the world, concealer is not enough. You need a color corrector. If blue, use orange. If purple, use yellow. Then you need a heavy duty concealer. Some brand options include Amazing Cosmetics, Benefit, MUFE, Dermablend. Then you'll need powder to set the whole thing. A highlighter or line filling primer are optional to elevate the technique as necessary.

  1. Eyes:

Your eyes and eyebrows are fine. If you want a new shape for brows, going to a salon is infinitely better than trying at home, and you can ask them to show you in person some ways to continue the shape grooming at home. You've got a Zooey Deschanel meets Christina Ricci kind of vibe to me at least, and I say this only to point to their looks for inspiration on what you might want to try on yours. You'll find a ton of how tos on the internet to get started on technique.

  1. Skin concerns:

Apart from the basics of cleanser + moisturizer for flaking, exfoliate once a week. Start introducing a vitamin C serum which will help with dullness and undereyes. Wear sunscreen daily, important in and of itself, but more so with the use of the Vit c serum. For pores, get Stridex in the red box. Use however often your skin can tolerate it, and once a week use the stridex, put on a clay mask and wash off with your cleanser. It will keep your pores clean. Don't use nose patches, they're pretty stripping and potentially enlarge em in the long run.

  1. Style

Make a style inspiration album of looks you like, it can help in focusing and recreating your efforts. You honestly seem to not be as bad as you're selling yourself though, so the most important thing is having and wearing yourself with confidence.
