In regards to the car that was parked in a fire lane, here’s his karma

Guardrails/medians are there for multiple reasons; to separate traffic in high speed areas, to reduce the amount of light shining into your eyes from oncoming headlights, to reduce the chance of a vehicle travelling into the oncoming lane in an accident/breakdown, to reduce the chance of debris travelling into the oncoming lane in the event of an accident/breakdown.

Guardrails and median barrier are two different things. You know that, right?

And, no they are not there for multiple reasons. Read the MUTCD or any on of several traffic engineering manuals that are publicly available. Median barriers are to prevent cross-median accidents. No, they are not there to block headlights. If that were the case they would be made of plastic or wood since that would block the light just fine. Yes, you do sometimes see paddles or screens erected on top of median barriers to block light. That is an incidental benefit.

I could go on, but I think this makes clear that you don't have a fucking clue what you are talking about.

Signs and curb paining would still be a thing even if everyone drove perfectly. Why you ask? Because that is how you communicate things like no parking zones, fire hydrants, etc. If you didn't have these things then the driver would have no idea if they were disobeying a law as there would be no signage or indication.

I was advocating painting curbs and placing signs as a signal to drivers where they should and should not park. Thank you for agreeing with my point.
