Registered number on a Puerto Rico birth certificate?

If it follows convention Is there an 11 digit number that starts with the year of your birth -- e.g. 1989 would be 89 and it might be behind 787 or 939.

So 787-89-123456

The maximum numbers allowed are 9

In the above example, the numbers they would want are 123456

The number you're looking for is a number that was assigned will never change, no matter what year the birth-certificate is reprinted or how many copies were printed. A one-time for all-time number.

You're looking for a registration number that won't change -- it was assigned when your birth was registered Another number you might see is a serial number of your copy of your birth certificate. That number does change because each page is serialized -- like the serial numbers of money.
