I made some changes, and I think I can agree with you on some points. I was actually rushing at 1 AM, and I really wanted to go to sleep. But you definitely misread / misunderstood something about his Primary!
The "estimated" rate of fire would have 900 Rounds per MINUTE (Now: 1100). But, due to the fact that we are talking about a burst weapon, there is always a small delay after every burst. I didn't bother to properly calculate the "real" fire rate. I decided to be careful with his Secondary Melee damage, or else it would rival Genji's Ult already. Finding a balance might be difficult.
You also said something about him having no ability, allowing for rapid escape. Ahem, Ability #1? I added some small details about the way of movement. Perhaps it's easier to understand now.
I also added an explanation for the damage of Ability #2. You may have gotten confused and thought that the Concussion Blast (Now: Sonic Wave) is doing more damage, the further away the enemy seems to stand.
Now, to the Ult: "Durability" may have been my fault. I was tired. I think, I actually typed "duration" earlier. Here is an example:
You activate his Ult.
The Ult lasts 15 seconds.
You use the Amplexum when 10 seconds are left.
The Amplexum now lasts for 5 seconds. (10 / 2 = 5)
However, you take more damage whilst using it, so it's somewhat of a risk.
I also tried to add up when it comes to the healing / boost topic. The thing is, I feel like he's a little OP when his health already regenerates, and he can still be healed and boosted. I dunno.
The overall concept of Simikiel was actually to create a character that would share bits of D.Va, Pharah, Mercy, Winston, Torbjörn, Bastion, Genji and perhaps even Tracer? The thing is, I wanted to mix them up to create a fast, risky, yet rewarding hero for those who prefer splitting up, rather than staying in a group. He would still benefit the team, but he would be slighty more independent. This was my idea for PvP Simikiel...
