[ REMEMBER?? ] ---- Remember when Hillary lost the election? That was one of the best days in US history!

Yes, something like. I'm thinking, one option would be to have a list of approved expenses, such as housing and utilities, where you can bring the bills in to get copies stored in your file. Then when it's time to come in and get your welfare, you get money to pay the rent and utilities bills, a voucher for a bus pass, and some grocery coupons. If you need healthcare your welfare status is stored on your ID card, so you can bring that to the hospital and they'll settle the cost with Trumpcare. If your rent is too expensive, or for example you seem to be wasting a lot of electricity, you'll be required to move to cheaper housing. If you actually own a house, you'll be required to sell that first, with the expectation that you'll move to the cheapest, rattiest apartment you can find while you live off of your house money and search for a job. If you come back begging for more grocery coupons halfway through the month because you spent them all on fancy brie, tough luck, come back at the start of the next month. If you are found out having deliberately bungled job interviews, or not having put in the effort to get any, or lying about your legal or economical status, you're out entirely, and will never be allowed back.

The most important part is the last one. Someone unwilling to make an effort to turn their life around and become a contributing member of society needs to be cut off from that society. A few weeks of starvation will fix them, they'll either leave society or decide that hey, civilisation is pretty cool after all, can I get a job please. Does mean you also need to introduce a law to ban giving aid to beggars, but that's what 23:55 on 24 Dec is for.
