My state has 4 levels of police license, each level takes years of experience and/or degree, coupled with hundreds of hours of required classes to achieve. By comparison, the annual electrical license renewal, for any level, can be done online via web sites touting "no test, no fail" for "$17.95. I think your point is more on insurance, but I found all that interesting...

Not sure what I think about the insurance though, but am open to discussion. Do journeymen electricians personally pay for insurance, or is it paid/subsidized by union dues and/or the employer? Also, my understanding is states, counties, even cities can and sometimes do have different licensing/insurance requirements to work in their territory. Is that true, or is there a national licensing and insurance standard? Honestly, I've used "electricians" but don't know such details. Never asked...
