Ok so take with this as you will but I know a retired Captain from the DPS. He was with them for almost 30 years. When we got to talking about racism and bad cops I asked him about every city in the valley.

Chandler - Pretty terrible and a horribly run department from the top down.

Gilbert - He spoke really highly of.

Mesa - Said they were decent.

Tempe - Good department

Phoenix - Is probably the worst in all of Arizona.

He said PHX PD is known to be full of bad cops. He said of all the forces they are the most worrisome. When I asked if there were organized hate groups within the department he just looked at me and nodded in disgust.

He currently works for DHS on some undercover stuff and had to go into Phoenix. When he was on his way home a PHX PD officer in an unmarked car pulled him over. Dude was bald and sleeved up with tattoos. "These are the ones you got to watch out for." He said the dude approached the car and had a major attitude about the plate on his car. Asking him why it was coming up weird (paraphrasing here) when he ran it. I guess DHS has some special plate that lets cops know who they are. Turns out since the cop actually ran his plate through their system it "burned" his plate. Meaning it was now in PHX PD system and it shouldn't have been. Anyhow he said the guy was still a massive prick to him. He doesn't like their department one bit.
