Reporting animal abuse

A neighbour of mine beats his two dogs with golf clubs and has a shock collar. I gave audio proof of that neighbour saying he hits them with golf clubs but the council has "lost" that footage... He still hits them around once a month and uses the shock collar a couple times a week but I just try to block it out so I don't jump the fence and kick the fuck out of him and get in trouble myself. He has also told me that 1 or 2 (cant remember) of these dogs are not registered too.

I've called Frankston council, rspca and the ombudsman multiple times over the past 2-3 years with nothing done other then they sent him information sheets on how to treat pets.

The reason he beats and shocks them is because and I quote "They are farm dogs, these two dogs are not meant for my backyard, so I have to beat and shock them so they listen to me"

Honestly the best thing you can do is just to block it out, its fuckin sad but there is no point of us stressing over something we have no control over. If you can't block it out then I recommend you take take action yourself because no-one else will, don't waste years of calling and trying to help these animals because it doesn't work
